Everyone should pay attention to this NPRM and share questions, comments, and ideas to help shape the final rule. We have to engage in this process because Head Start belongs to all of us.
One area I am following closely is the effective practices included in the Head Start Program Performance Standards but not in the Head Start Act. These include protections against the suspension and expulsion of infants, toddlers, and preschoolers. Because these protections are not in the Head Start Act, rescinding them would eliminate federal protections entirely rather than shift them to another source for accountability. Other proposed changes could create uncertainty for programs about allowable expenses.
This Head Start moment is a leadership opportunity for HHS to listen to the field, put babies first, ensure access and maintain quality across Head Start.
